Also known as civilian oversight, citizen oversight boards are found in larger jurisdictions and are usually tasked with reviewing police misconduct claims. However, there is potential for a special citizens oversight committee in the Delphi case, particularly with regard to acting voicing community concerns to law enforcement in such a high profile case.

Unsolved murders dramatically impact community members, particularly when citizens feel dismissed and do not have a basic understanding of investigatory progress and strategy. Residents' fear of crime, sense of safety, mistrust of neighbors, and paranoia are profoundly impacted when murder cases are solved. Community confidence in law enforcement can be positively impacted by thoughtful public relations coordination.
